Abstract
The report reviewed waiting environments in which order was present but not apparent. It proposed that approach and recognition be observed before dwell time or advancement could be interpreted.
Interpretation
Earlier Meridian notes used the broader term managed waiting. MQT-P-09 separated the order of use from the duration of waiting and introduced a sequence of observations: approach, recognition, entry, dwell, advancement and departure. The first Queue Technologies group retained the older term in historical notes rather than treating it as incorrect.
Some practitioners preferred to begin with the queue’s return condition. The later method preserved that concern through PCP access-envelope and return-path references.
Subsequent influence
The report shaped the 2011 Queue Technologies method, the 2016 handoff revision and the 2023 addition of departure and response conditions. It remains a cited paper in environments where approach direction is not singular.
