Scope
An established campus had retained a provisional work surface and adjacent storage arrangement beyond its original review interval. The arrangement was used consistently, but no record identified whether it remained transitional or had become an ordinary condition.
Observed conditions
Transitional Solutions recorded the original purpose, expected duration and current use. Placement Systems documented the ordinary position, access envelope and return path. Neutral Materials reviewed the replacement relationship between the provisional surface and adjacent registered finishes.
Method and result
The arrangement was not treated as permanent solely because it had persisted. Meridian recorded a new review interval, retained the established return condition and classified the surface relationship under the current Neutral Field Register. The result preserved reuse while making the governance state explicit.
